I have a lean on it and I have the title and it has my name on it.

Your question is quite confusing...Does he have a lean on the truck or do you? What does the contract say? Do you have a contract? If not and arbitration is out of the question take it to small claims court. Every State may have differing laws concerning your situation.

Okay first thing is this, is your friend still making payments with the money you are paying him for the truck? Does he still have a loan for your truck he hasn't paid off yet?
If you and your friend have a written agreement that you are buying this truck from him, that he has no financial obligation to a lender for this truck , and you have the title in your name, unless you have agreed to some condition from which he could take the truck back from you if you didn't keep the agreement( i.e. if you don't keep it insured while paying for it, if you are not taking care of the truck properly and if something happened and he had to repossess the truck from you and it would be a ragged out wreck worth nothing. something to that effect.) that is the only legal way he can stop you from driving YOUR truck!
Your agreements must be in written form though, because oral agreements are hard to take a stand with. Most courts won't hear a case with only an oral agreement if you don't have several witnesses to back up your claim of ownership, from overhearing when you have agreed to conditions and payment schedules, things of this sort.
And my last thought is this........If this is your friend, why is he harrassing you instead of helping you? You haven't really given enough info to help you as much as we could have, but maybe this info will be all you need!

If the truck is registered to you, and he is the lean holder, and you make payments to him on a payment plan. Than he has no say what you do with your truck (outside of the original agreement) until you break the agreement and he repossesses the truck.

if this is the case he should be holding the title.

depends on the term and condition u bath have mutually agreed. if u have paid all the amount in any form then in friendly tone ask him to give the keys of truck and all accessories to u.

if it has your name on it is yours even if he pays for it, that's the law and he can messes your driving records up if he gets in trouble with the law, good luck with him...
