Estén is used as 1.a command form and 2.in the subjunctive mood.
Example of 1. You are talking to two or more people and you tell them "Be here at 3:30." Estén aquí a las tres y media.

2a. "I don't want you to be late." No quiero que estén atrasados"
2b. "I don't believe that they are sick." No creo que ellos estén enfermos"
2c. "It's a shame that they are angry" Es una lástima que ellos estén enojados.
2d "When you guys are ready we will go." Cuando Uds. estén listos iremos.

It is the subjunctive. The second conjugated verb in one sentence:

Veo que Uds. esten aqui.
I see that you (all) are here.
