I agree with Abi. It was a socio-economic preference rather than a personal preference.
Now days people of color.. that is black, Hispanic, Filipino, Samoan whatever are considered to be exotic, and beautiful.
Originally the concept of fair skin being more attractive came from the belief that if you had a tan or darker skin you worked out in the fields - thus being from the lower echelons of society.
When my grandmother was young and living in Spain - her friends made fun of her because she would work in the fields with scarfs wrapped around her face, even on the hottest of days. She did this so her face would remain fair. Well my grandfather always said he fell in love with her milky white skin. Go figure.

Historically, yes, this has usually been the case. Perceptions of beauty have really shifted in the last seventy years or so and light skin isn't necessarily as desirable as it once was. (If it was why would so many people shell out a lot of money to fry their skin at tanning salons?) The whole tanning trend started in the 1920s. I think it helped women of darker skin get accepted too. Overall though I think physical beauty has more to do with one's features than skin tone. I've seen fair skinned people with ugly features (Sarah Jessica Parker, eg) and dark skinned people with gorgeous features (Halle Barry, eg).

the question has underlying assumptions which manipulate the form of the answer given.
a few responses come to mind:
a) the question posits a degree of superficiality which
may or may not be present in "most" people (depends largely on the 'audience')
b) "why do richer people have better treatment in the legal system [of ALL countires] ??"
c) is there any relationship between answers (a) and (b) ?
d) if so, elaboratre on the relationship
e) how much socio-economic effect is related to the accident of birth?
f) does a person "choose" his/her parents pre-conception? (if so, what are the necessary conditions of cosmos-view consisten with such a process?)
g) are you experienced?

I don't know who "most people" are. I know I personally don't form my opinions of people based on their skin color.
I guess, for the people who do feel that way, there is a lot of unresolved racism in the country. There is still the idea amongst many that white people are the superior race, and anyone who isn't white is inferior.
I guess, if anything, this would be the reason.

Actually white blond girls and guys are played out in case you haven't noticed it is the millenium of exotic dark features. There are some white folks that player hate on this fact, but even they secretly wish they were at least tropical looking. Now dark dark skinned women have always had it tough because of society's stereotyping and industry vision of beauty, but everybody wants a black *** man nowadays.

Speaking as a very white colored skin person, I would say that people usually prefer people with at least some tan.
Seriously, though, people sometimes prefer people of their own race because they are unfamiliar with other cultures, and it is easier to deal with the familiar.

Its not a matter of preference for the skin color itself for brown etc tones can be quite beautiful but a matter who is in power and through history the white race has been the one to dominate perhaps because its also throughout history been the most aggressive and wanting to expand its territories and also willing to integrate itself with others. It's also able to adapt itself to its environment. Naturally since the one in power-dominance wants to stay that way it suppresses when its needed to keep that balance of power in its favor.

Because of long discrimination history of dark skin people. It has a bad heritage: different social stereotypes and "3rd world".
White skin is still associated with higher socio-economic status, because racism is not eradicated in many societies. Its recognition starts early. Just remeber research done in US with white and black dolls selection among Afro-American children.
And also people from less developed countries (lower percentage of white populations among them) are related with poverty in minds.
