A hefty question, without suffering and first hand experience does any change for the better get made? Without voices of anguish first and then more discussion later does anything happen? Some people want us to believe a voice of anger can't be heard first. A voice "less civilized".

This is as variable as the change and the time and place of the change.
Calling for a change in the concept of Divinity about 2000 years ago would get you nailed to a cross.
Challenge the Church in the 1700's and you may have been burnt as a heretic.
Shout about the inequality of minorities in some locations 150 years ago might get you hung just outside of town.

A voice crying in the wilderness today does not have to shout or be angry to be heard. Anger often sets up a defensive mechanism which will prevent the message from being heard. Quiet education seems to be a better route.

An angry young man must take the path of angry young men. Do not expect to be joined by wiser old farts who are on a similar path for wiser old farts. The goals might be very similar, but the means will be very much different.

paradigm for change- the desire to change, you must have a goal or a desire to strive for
the knowledge or skill level needed to bring about the change- you must educate yourself and seek out resources learn all you can about , the situation with an open questioning mind so that you may make an accurate assessment of the issue
the plan -based on your assessment, formulate a plan and implement it
3 things-desire,knowledge,plan
it is an ongoing process, and you must evaluate the steps you have taken in your plan towards your goal and make changes as necessary, and remember to avoid the blame game or focusing on the problem
because when I blame you, I take my eyes off the goal
the key is keep your eyes on the goal

By a small group of like-minded, determined people who are interested in the greater good taking action.
