Yes, 8 is 25% of 32.
Now for WHY it is that way.

A percent is really just a fractional part (of anything) discribed in terms of being in 100 parts (each part is 1%)

So, in order to figure out how much percent of something a number is, just take the number you have and divide it by the number possible. For instance: 45 out of 50 is 90%. Why? Because 45 divided by 50 gives you .9

The .9 actually means ".9 out of 1" always. But, since we are working with percents, it must be "90 out of 100". You get this by simply multiplying both numbers by 100. (.9 becomes 90 and 1 becomes 100)

Now for your question in particular: first 25% literally means "25 out of 100". We can make this a fraction and substitute 8 for 25 like this: 8/X = 25/100
You then get: 25X = 800
800/25 = 32

A simpler way to do this is just to realize that 25% ALWAYS = one fourth. If 8 is one fourth of something, just multiply 8 by 4 to get the full number. 8 * 4 = 32
