I don't know what the enduse of the oil is, but methanol is easily removed with water or by evaporation. Flushing generously with water should be sufficient to remove it all. Plus is also a great disinfector to clean the tanker. I am not an industrialist and dont' know what the application is but methanol is very easy thing to remove.

As far as hazard monitoring goes, the best reference for this is the pharmacopeia compendiums on pharmaceutical manufacturing. There are protocols for testing for residuals of solvents such as methanol in chemical reactors. GMP and ISO guidelines have protocol for this as well, but it basically involves taking a sample in water followed by evaluation in a residual solvent testing method on a gas chromatograph.

Yes. Piece of piss. Methanol is poisonous of course and one use of palm oil is for foodstuffs, but methanol is water-soluble, so you flush the tanker out with fresh water.
