"Say" takes only a direct object, which may be a direct or indirect quotation. I said, "That's life." She said she didn't care.
"Tell" takes an indirect object (the person you're telling); its direct object (what you say) may be stated or already known. The direct object is never a direct quotation. (Sorry for the grammatical terms.)
I told her that was life. She told me she didn't care.
