mister freeze because he is more of a scientist and has studied the workings of ice and sub-zero temperatures into the workings of his lab, suit and weapons, captain cold is just some llucky idiot whostumbled upon the workings of a rusty raygun

Captain Cold, because he would cheat & call in the Legion of Doom to back him up! Mr. Freeze might be able to beat Captain Cold in a one-on-one match due to his superior intellect, but against all those villains & a giant flying ugly head, he wouldn't have a chance!

Freeze is much more, well, cold. He would have no feelings whatsoever and would freeze colds head and then shatter it with a club.
