Not that I know of. If you're looking to make them for free, without a trial version or without pirated copies, you could try an educational resource. For example, are there any schools in your area that have the software installed on their machines? If so, would they be willing to allow you to use them for whatever you need? If not, your only chance would be using another person's machine.

i dont think there is any. if Macromedia releases its compiler or something for flash, like .NET Framework.
see .NET framework is free, you can create software in it. but if you want to buy Visual Studio .NET then you have to pay for it.
