I think he is on Dumbledore's. I think he killed Dumbledore at Dumbledore's request. He vowed to keep Malfoy safe from Voldemort, so he had to kill Dumbledore, and I think he is now keeping Malfoy hidden from Voldemort. He needed to keep his cover of evil, so that the Order of the Phoenix would have an insider in the Death Eaters. If he was really on Voldemort's side, then he would not have made the unbreakable vow with Narcissa, because this went against Voldemort's orders that Malfoy had to kill Dumbledore. The other death eaters respected this wish, but Snape did not.

Dumbledore insists that he has an iron-clad reason to trust Snape. So far, even when Dumbledore seemed wrong to everyone else, he turned out to be right.
