The no shoes, no shirt, no service thing started in the 60's as a way to keep hippies out of public places because "normal" people back then didn't like to be around them.

Well, of course it's a goverment regulation and a darn good one. I'd hate to walk into a place of business to stare at some man's chest or dirty feet. Society is right on this one.

How about general hyigene? Who wants to be eating in some place & some creepy person comes in with black feet & sweaty, hairy,smelly pits?

I think it has to do with people walking around with all kinds of foot diseases, and hairy sweaty bodies dripping sweat into food as you walk by somebody elses table. Of course, I could be wrong about that.......
