If you have a green card, you have the same rights as the American citizens in terms of starting a business (the only thing you can't do is vote). In fact, most of the counties do not even ask if a person has a green card or permit to work when they apply for a business license. Other foreigners (those who havent yet gotten a green card will need an Employment Authorization Document EAD to lawfully start a business -- again, most counties do not check if the applicant has an EAD)

To start a business, go to your Secretary of State website, and click on the link on how to start a business in your state. They have the information you need to start a business. If you have given your state, I could give you the link to your Secretary of State website.

Only residents can legally vote in federal elections. States have the proper to enable noncitizens to vote in state elections in the event that they desire to, however I do not know of any states that do. It hasn't al;approaches been that manner. My grandmother instructed me that her father, who in no way grew to be a citizen, used to be nonetheless allowed to vote.
