The MAC adress is a electronic serial number for your device (NIC, router, switch, print aerver,...) and the IP address is a number assigned by you ISP to identify you on the internet. The IP address can be Static, which means if does not change from session to session. If it is Dynamic the you ISP will reassign an IP address from every 12 hours to every couple of days. If you are using a router or server as a gateway for your internet connection it can be static or the router\server can use DHCP to automaticily assign local IP address to the computers on you LAN.
To obtain your current IP address and your gateway address whether it is a router or directly from the modem use the following command...
Start> Run> cmd> ipconfig

Simple...
Goto Start>Run, type cmd and press enter, then copy "ipconfig/all" (without the quotes)....
you will get your IP address there and the Physical address (which is the mac adress)
IP can change, MAC cannot....
but on a network, usually the network IP is static, while the gateway IP changes with every reconnection in case of ADSL, DialUp....
MAC address is hardware based...

MAC addresses do not change, as that's a hardware based unique number assigned to each NIC, Router ect,,,,
IP can be static or dynamic and can be assigned by a DHCP server via the Router, Router Modem, or the ISP, or you can set your IP for fixed ( as most office networks do for ease of maintenance )

it sounds like your talkiung about a static IP which means if you have highspeed or basically anything but dialup then it is static meaning it doesnt change.
