My new HP cpmuters fan keeps turning on while I am playing games or surfing the net, it is loud! as in very loud and annoying! How do I disable it or tune it down?

plus according to my fiance, it only seems to do this when I am playing my games or surfing the net, apparently it doesn't do to her

open it and unplug the power cable leading to it or go under "hardware properties" and disable it.

This depends if the fan is in your case or on top of your processor. Either way you can buy a quieter fan or buy antec fan silencers. I use them on my computer and it weren't for my cpu fan I wouldn't even know my computer was running. I keep it turned up high.

Try cutting the voltage to the offending fan. Reduce the voltage from 12v to 7v.

Buy a quieter fan, mine can drown out the vacuum cleaner....lol
