A one bedroom anywhere near City Hall is going to be hard to find for under $1500. Most buildings downtown are converted office buildings or new constructions and they're tagging the whole neighborhood as "luxury living." Although, this is not necessarily a bad thing. There are some great deals to be had downtown. If I were you, I would look near Brooklyn Heights, Carroll Gardens, Cobble Hill, Boerum Hill (all in Brooklyn). You would only be two stops at the most from Manhattan. Your commute would be shorter than living anywhere in Manhattan. Good luck.
