I personally have found Webmonkey to be an excellent resource. They can be as technical or as simple as I like. They explain everything in detailed, step-by-step instructions. I believe whatever you would like to learn about building a website is contained in these pages. You will also notice that Angelfire and the like list Webmonkey as a resource. First you need a hosting company. Most isp's offer web space for their customers. Or you can find a hosting company independent of your isp.
To make the webpage, you can use a template, build your own or hire someone to do it for you. Hyperlinks and online portfolio's are not really a big deal. However with the hyperlink's, you would want to watch how many you put on your site as it will use your bandwidth when people click on those links and are routed to the other sites.
As for newsletters, you can post one on your site eachmonth or send one to your respective readers. You do want to watch how many you send at a time as you may be labled as spam. There are some services that allow you to create your newletter and you can email through their gateway as you have paid for the service and they have agreements w/ isp's. That is a safeway to not be labled as spam.

You should use Geocities, Freewebs, Angelfire or a free service like that until you see how HTML works. You can find a domain name to hide your real address to your site, say your site is geocities.com/meow_chainsaw5, then you can get a domain name and type in your address so you have a fake one. Like from that chainsaw one to meow-chainsaw.co.nr
I highly recommend CO.NR, I use it and it's really good. They put NO ads.

Tripod, of just use a search engine and type in "making web pages" in the quotation marks, it should give you some good results

you could try out geocities or Tripod
another option is to look online to find a template that you can fill in and upload to a website- also Microsoft office Frontpage is a website creator

using microsoft frontpage is good. that way u can put what ever u want on it and not be restrained by formats like those on myspace
