Same as MS Pepsi. Ebay. I've been told that I can do the same with Verizon. I already have a Verizon plan and they said that they can just transfer phones -- no activation fee. All of my old minutes carry over, too.

Most (all?) carriers require that new phones are E911 compatible.

Ebay. I brought a treo 650 from ebay for way less than retail and took it to my local sprint store to have it activated. I'm pretty sure most companies will do this. you just have to make sure the phone is compatible with the service you have.
