First off, make sure you are connected online (not working offline). Next, check your internet connection properties to see what it is allowing to connect through the internet (make sure it isnt just internet explorer or your web browser). Finally, go to the program you are trying to connect and find the Connection settings and see how you are connecting to the internet. If it is looking through a proxy server or through a specific IP, it wouldnt do you much good would it. Finally, make sure you to to toos --> internet options --> connections and either LAN Settings or Dial-up Settings and check on Automatically Detect Settings and do not use Proxy server.

Check your firewall. It is probably restricting the programs.
Disable it if you can't figure out how to fix it. Then comeback and if need be, ask how to enable your firewall while allowing certain programs to access the web.
What type of firewall do you have?

You shouldnt disable your firewalls, you can configure them to except your programs.
try going into your programs options and seeing if they r set right or go into msconfig and see if your programs are set to start up when windows starts. you can really mess up stuff if you dont know what your doing in ms config,,(belive me i know)
