You can do a lot with flash, especially cartoons. but it is highly technical and not the easiest thing to learn unless you are naturally a web developer/artist. It does take skill. Since you are so young get the student edition at any college bookstore on campus for around $100.
plus you might as well pick up a flash cartooning book as well as the Flash MX Bible.
