Only if you rented or leased it with pre-existing AC, or it was put in the contract.

I dont think that they have to. I am not sure about Missouri but I know that they dont have to in Virginia.

If it wasn't in when you moved in and it is not in your lease then no. Spend a couple hundred and buy one....you will have one and you can take it with you when you leave
