most papers charge online for old issues - but they are free at your local library!

If you have a library card, you can go on line. They usually have the local newspapers there free. In Oklahoma the site is known as cybermars.

I think the only way you can looked at newspapers that old is if you go to the town's library.

depends on what country are you in and which press company you are looking for. I went to my local press holding called SPH 2 years back and we went to this room where they keep archives of every issues they print, be it softcopy(pages are store like flims in mini valve and needs to be read using a special machines) or hardcopy and they are store in a room which is cold =). If im not wrong they do not allow anyone in the public to enter this room but u have to check with your local press company and ask them for the archive( if they have one =/)
