Seriously, yes, it means "Bind, Torture, Kill," and interestingly enough, BTK named himself back in the 1970's when he first started committing crimes.

Many times, the killer is simply labeled by the police or the media (Green River Killer, Boston Strangler, etc.), and that's the name that sticks. Or the killer never gives himself a nickname (Jeffrey Dahmer, Ted Bundy, etc.)

I think it says something about his motivations and self-image when a killer like Zodiac or BTK names himself.
