Any suggestions on how to get it to not pop up anymore?

If you have sent mail from this account successfully before and have not changed any account settings, your email server (your Internet service provider) may be down.

If you have never sent email from this account before, you will need to set up your Incoming (pop3) and Outgoing (smtp) email server names. You can get those from your ISP.

Close Outlook Express and reopen it. Sometimes that solves the problem. Make sure you are online.

OE may have a corrupted folder or file.
You can reinstall it, and loose a lot.
Why not try another email program such as Incredimail?
There are many free email programs out there that are lots of fun.
