Put the Windows XP cd-rom in your cd-rom drive and load it during post of your bios and then let Windows XP reformat your drive and install itself there.

Depends on the operating system. If Win95 through WinMe use a floppy and format it fat32. If WinNt through WinXp you need the CD with the operating system on it and boot to the CD, then format c:. Why would you want to reformat a hard drive? Reloading the OS will do fine, you won't lose any data but you will still have to reload the programs.

Format
turn computer off
turn on computer with format floppy
step 1: start without cd rom support
step 2: fdisk
step 3: remove partition
step 4: create partition
start(reboot) computer
format
reboot
insert 98 cd, win xp or whichever you choose
If you just want the just the hard drive formatted hook it up as second hard drive on your computer, then format hard drive. thats simple
