If it's the case fan it's less dangerious then the cpu fan. Unless you have a special fanless processor (such as a via c3), you should never run the computer without it.
If it's a case fan however:
It really depends on what you have running. If you just have a basic budget system with no add ons (such as heat producing video cards) you would likely be ok.. but like others I would probably be conservative.
One thing you can do is open up your case and point a desk fan at it if you have one:).. that should take care of the problem until you have a replacement! Even if you don't have a desk fan opening up the case alone will help it stay cool.
Also i'm not sure how comfortable you are working inside a computer, but it's real easy to replace a fan (no point in paying someone else to do it), you just unscrew the current one and unplug it, and repeat the steps to replace it.

But you can get a new fan put in there very inexpensively. Take your computer to best buy. Don't run it for over a couple of hours if it is hot, just run your apartment/house air conditioner and also make sure you have fans on to keep the air cool around it.

I would recommend replacing it very soon. You can turn your PC on but like any good PC, once it starts to overheat the computer will shut down or reboot. If this happens one too many times, you can fry your processor and/or motherboard in the process.
Fans are relatively inexpensive and really easy to install especially if you pay enough attention on how the "bad" fan is installed.
Remember that fans come in various sizes too. And once you install the new one, do a Kleenex test to see if the fan is installed the correct way...meaning it'll blow the Kleenex if the fan is suppose to blow out hot air, or suck in the kleenex if the fan is suppose to suck in cool air into the computer case.

some computers have a variable speed fan, hey are very slow unles needed and then they get fast and loud when cpu start to heat up more, like playing games, if that is hat you are ecperiencing, it is probalby ok, you can take the cover off and see if the fans have a lto fo dust, get a can of air and blow them out, if the cpu fan is bad, it won't hurt to use it till you get a new one, there is still a heatsink to dissapate heat, if it starts slowing down, the computer is throtling the speed to protect it, shut it down then and wait for it to cool, if it gets dangerously hot, the computer will shut down

Depending on the cpu, you can fry your processor even if its on for a few minutes with a dead fan. Its better to get a new fan.
Check out speed fan. You will atleast be able to monitor your cpu if your hardware allows it. DO NOT ADJUST FAN SPEEDS.

you can turn it on but no in long time..maybe just up to 1 to 2 hour only.and dont try to do heavy tasking or work(like downloading or editing).It will cause your processor and hardisk will heat..replace it immediately..
