When you asked this question, I just remember my national football team, Indonesia. We qualified only once, in 1938 as Netherland West Indies, because we're not an independent state back then. We lose to Hungary 6-0 in the first match.
Right now, our own FA (Indonesia Football Association/PSSI) is not a good organization. Its chairman is in jail because he's connected to a corruption case. Our national league not fully professional yet and I guess there is some lack off bravery when we face bigger teams. PSSI always blame the coaches, the players, the tactics, and everything but themselves.

I think Argentina or Spain. They always see themselves on the finals...
Also Brazil it is like "they don´t believe some one dared" They are sooooo arrogant..!!!
