Probably swamp coolers. They are only used in dry climates.

Chances are that the house is built on a concrete slab. Insulated heating/cooling ducts are run through the attic and therefore the roof is the logical and cheapest place for the unit.

The blowing sand will damage the coils and loose there freon to cool with.
