1st I would, with the a/c on, look under the hood, find the accumulator, (a round cylinder with two tubes going to it, near the firewall on the pass side) touch it. Is it in fact cold, is water forming on it. If so then you have a temp control problem inside the dash. To verify this, you could take 2 needle nose vice grips and pinch off both heater hoses. After a couple of minutes it should blow cold. Check to see if the vents change position from defrost, to floor to vent. After these are eliminated your left with the temprature control. If its automatic temp control it gets a bit complicated but basicly the control signals a motor that moves the blend door from hot to cold.

There is a switch mounted near the top on the accumulator, the thing that is a looks like a aluminum can, well that was bad on the 98 windstar I used to have, you can unplug this switch and jumper the connecter a/c should come on if thats the problem, don't leave paper clip connected for more than a couple of minuites, because this controls the a/c pressure and how long the a/c comes on for. May be a compresser issue also- not sure?

sounds like the compressor..... or maybe the "cold" side is clogged somehow....
call 1-877-805-6272, from 8:00 a.m. EST to 8:00 p.m, Monday - Friday. (NAPA AUTO PARTS)
and get the number to a parts store near you... they can give you possible problems to check for....
