You can enter safe mode by rebooting the pc and tapping the F8 key until you get to a screen that gives you the option to boot into safe mode or other modes.

You mean System Recovery? Try hitting the keyboard when your computer starts up. I did that, and my computer went back to being almost new once all those annoying programs I put on had been deleted.
