Just as likely as saying the Federal government didn't act fast because of prejudice.
Living in Florida I know that once a storm hits you can count on three days without help, just as when I lived in Minnesota during a blizzard. How dependant on governemnt do you have to be to not be able to take care of yourself for 48 hours? For that I blame the US government's yolk on the poor.

Of course not, hurricanes are not sentient. If they were they would be smart, and smart entities don't dislike people based on anything but knowing them and knowing what they dislike about them.
