You will want to check with your airline just to confirm things. But usually, not always, the airlines will allow you to check (not take with you, but goes under the plane) two suitcases. Some airlines have a size limit, others have a weight limit, so it is best to check. Then on the plane, you are allowed one personal item and one bag. So, you could take a purse, or laptop bag and then a small suitcase or another bag.

I know some of the companies have decreased the size of bags allowed in the cabin.

Yes, it depends on the airline. Do you mean carry on? The standard is one bag plus one personal bag (i.e. purse, laptop, etc.) You can also bring on water, food, etc.
For checking a bag, you can do one under 50 pounds for free. Then there's a charge for additional bags; again, check with the airline for limits.

for international flights, the limit is 20 kilos (about 45 lbs)... the pieces of luggage are not that important, as long as you don't surpass the weight limit...You also are allowed one piece of hand luggage, with a limited size, (most airports specify the size), and small shopping bags with purchases for the flight (such as food, magazines, etc.).
If you have something special or out of the ordinary, say so when you get on your flight, the stewards will assist you ( I once flew to a wedding in France with an odd shaped long package containing 40 white gladioli, the air stewardess was most helpful and stored them on board for me..)

Usually two and you can have one carry on. Some airlines have weight limits. If you want to bring more you usually have to pay.
