She is desended from the royal linage, the Queen is a figure head representing the country to the world. Tradition dictates. By law she is head of state, but the PM runs the country with parliment

Many many years it was decided by English people that they did not want to be governed by Royalty so elected members of parliament decided to give royalty some compensation for giving up all that power.
