Check out the college GPA requirements at the various schools for formal entry into the program (i.e. the GPA you would need to get while completing the college level preparation couses). This is an excellent indicator of competition for the program. Generally this also indicates which program is the best as many other people will be competiting to get in. That means the school will have harder working students, which means they will probably be more successful in life, which means more alunni donations, which means the school has more money to spend, which means they can afford to pay the best instructors more than other schools, which usually means that the best and brightest instructors will be there.
This plan doesn't gaurantee 100% accuracy, but definitely narrows things down in terms of probability.
