George W. Bush. Clinton may have shown poor judgement, but he was sharp as a tack. The only reason George II graduated from Yale was his daddy's money. He failed at every single business he ever ran.
EDIT: Everyone is looking in the present, of course, but what about historically? I would argue Herbert Hoover. He took over the country and by his blindness to the events and economic problems around him, he watched the country plunge into the Great Depression and did nothing about it.

The only was I can answer this question is to tell you we are not really sure who was the stupidest! Alot of the things some did, we did never hear about. Alot some should have done we do not know about. Some we may have thought the best could have been the stupidest but we will never know. Now some did not even have a High School education!!! Think it over!!!!

Avoid a "report" by a Lovenstein Institute in Scranton, Pennsylvania, which supposedly lists the smartest and least intelligent recent presidents. It's a hoax.
Here's an article on some recent presidents:
http://www.csbsju.edu/uspp/Election/bush011401.htm
I would think it would be hard to judge something like an Intelligence Quota (I.Q.) of presidents say.... before Franklin Delano Roosevelt.
Of course a word like "stupidest" might have nothing to do with intelligence as much as negative or brainless actions/deeds. In that case you might want to look into some of the presidential ranking lists:

Our current president is not stupid he is simply self serving and aristocratic to the point of blindness to the average citizen. He is also drunk.
Nixon was the stupidest prez. When you got the whole nation (an army and FBI and CIA) working under you why do u get caught? Now that's stupid.

I'm going to argue Lyndon Johnson. Between the Vietnam War and the Great Society program, he really did a great deal of damage to the social fabric of this country. His one positive contribution to history was the voting rights act.

George W Bush, thick and proud of it. However Gerald Ford must run him close ("Poland is not under Soviet domination" in 1975)
