At a certain website, you can download a program, try typing in " Free Photo Shop Program Download " on the Yahoo! search bar. then go from there.

Try GIMP for Windows (if you're using Windows).
If you're using Linux then GIMP started out there and was ported to Windows later.
If you're using Mac OS I haven't got a clue.
Both versions of GIMP (Windows and Linux) are Open Source.
