The term is generally reserved for mining. When mining companies close a mine, they are required by law to make the land usable again.

By definition the term reclamation is 'making land usable again' after mining.

When mining companies close down operations they usually leave behind a big mess. This mess can include, but is not limited to, pollution from chemicals used in mining processes, large pits/holes in the ground, etc.

These companies are required by the government to clean up the mess they have left behind & restore the land to what it used to be. Many reclamation sites now have parks, playgrounds, & pastures located on them.

Land reclamation is either of two distinct practices. One involves a change from an area's natural state, the other restoring an area to a more natural state.

Creating new land
Land reclamation is the creation of new land where there was once water. Notable examples include Washington, D.C.; the Cape Town foreshore; Back Bay, Boston, Massachusetts; and the polders of the Netherlands.
In some parts of the world, new reclamation projects are restricted or no longer allowed, due to environmental protection laws. For example, draining wetlands for ploughing is a form of habitat destruction.

Creating agricultural or inhabitable land
Land reclamation is the creation of agricultural or inhabitable land, generally through irrigation

Repairing damaged land
Land reclamation (also called land rehabilitation) is also the process of cleaning up a site that has sustained environmental degradation, such as strip mining. This can be done to allow for some form of human use (such as a housing development) or to restore that area back to its natural state as a wildlife habitat home.

1- Reclamation literally means claiming back what was legitimately yours and was snatched away by some one. 2- To get to the proper spirit behind this word one should understand that the present coast line was much lower once in the recent prehistory. The submerged towns and places like Atlantis! Yonaguni near Japan, Dwaraka and Gulf of Cambay in India clearly indicate that was and is a truth. 3- The recent December 2004 Tsunami exposed temples along the Tamilnadu continental shelf, is the fresh proof that man was using vast coast line all the world over and lost it to the advancing oceanic waters. 4- Now Holland stands out as leader of such reclaiming efforts. 5- May be Hong kong or any other place trying to get back the land from the marine waters can be called land reclamation. People living near lake Titicaca high in Andes too have done such attempts. Geologists and archeologists found inundated settlements under that lake waters.

RE:
What does land reclamation mean?

In agriculture, land reclamation means removing of the problems due soil salinity, excess acidity, excess alklinity, sodicity etc. to make the problem soils into fertile soils. Application of gypsum (calcium sulphate) reduces the sodicity of soil. Application of lime (calcium carbonate) reduces the excess acidity or increase the alkalinity to sufficient level (it balances the soil pH). Improving the water drainage facilities reduces the salinity problems. If the soil is lateritic or laterite application of silicon rich materials reclaims these soils. If the soil is hindering the crop growth due to hardiness of soil, application of organic manures or matters reclaims the soil. In general, reclamation of land means making the unusable lands into usable.
