Only Berkowitz and the dog know for sure.
However, well-known profiler John Douglas says it was a sham. He describes confronting Berkowitz with it during an interview, telling him to "drop the b.s.," and Berkowitz laughed and complied as if he knew it was all an act as well.
I'm inclined to agree with him. Usually when people have authentic breaks from reality, they're not capable of standing back and analyzing their behavior without a large degree of difficulty, and not so quickly.
(Such as the mothers who have killed their own kids in the last year or two, thinking they were being told to do it. They can't "come out" of the fantasy long enough to comment on it. To them, it is very real and that's where they mentally "live.")
