The ground on the edge of the canal. There would be animals on each side of the canal, so that the boat would move forward evenly.

I saw this going on where I grew up in Washington DC on the canal.
They were not horses they were mostly large mules and they walked on grass.
I used to eat my lunch near Key Bridge in George Town. The canal went along the Potomac River from there.
