Ebay, I get all my shoes and heels on ebay. I get designer shoes for so cheap. I never paid more then $25 for a pair of heels on ebay. The lowest I've paid is .99 for a pair of heels with free shipping, and they are brand new, Im wearing them right now.

It depends on what you mean my cheap and how tall you want them. Payless has some decent ones. www.zappos.com has some good stuff, but I wouldn't say they're cheap. If you want tall heels, Fredericks of Hollywood has some nice stuff on their website.
