As much as Kumble has been a star for India, you can't go past Warne, the best leg spinner the world had produced.

Kumble 510 wickets at average 28.76 in 106 Tests
Warne 685 wickets at average 25.25 in 140 Tests.

The big difference is where they play. India has spinner friendly wickets at every ground, whereas Australia only really has one of these amongst its 5 main Test playing venues.

In 2000 Warne was rated among the five greatest cricketers of the 20th century. In 2005 he was bowling better than ever.

He revived legspin, thought to be extinct, and is now pre-eminent in a game so transformed that we sometimes wonder where the next champion fast bowlers will come from.

Kumble if he played better away from India, may well rank alongside Warne. He's improved away in recent years but his average away from India is still only 37.64 compared to Warne's away average of 25.50 (almost same as in Aus).

Add this to the actual art of leg-spin - spinning the ball towards the batsman's legs, and you will see why Warne is # 1. Warne is a ripping leg spinner, whereas Kumble deceives you in flight with a kick rather than a high flighted leggie.

I'm a big fan of Indian cricket team. So I hate to answer this question ;-)
Well, Shane Warne is the best "leg spinner". Warne takes 90% of his wickets with his spin. Kumble takes 50% of his wickets with his varying pace. Kumble's fastest ball will sometime come close to a slower ball of a medium pacer ;-)
Shane warne can spin even in a desert. Look at the record the first user has given. It speaks a lot more than what I've said here.

Anil Kumble is the real eccentric bowler , Shane warne has learned .
Just like Pakistan has always produced great fast bowlers , India has done in spinners .
This fact cant be denied , Shane warne cant be compared to Anil.

Ofcource SHANE, Remember Gattings wicket.The ball was turned in almost 90 degree. It was later on declared as the "DELIVERY OF THE CENTURY".He is surely better than "Anil SARAL Kumble"
