It should be in the back seat, and facing backwards until they are a year old AND 20 pounds. Many infants reach 20 pounds long before they are a year old nowadays, but they still need to face backwards.

Yes, a childs carseat should be rear facing until the child is both 1 year of age and 20lbs. So if your 14 month old only weighs 19lbs then he should still be in a rear facing car seat. I am providing a link below that shows how the car seat should be placed and gives all sorts of information on car seat safety.

Yes. The baby has to face the rear of the car until they reach 20lbs. Then if the baby is still small for the new (bigger) car seat, then they recommend that they face the back still. This is only because the baby's neck muscles are still getting strong, and if you have a wreck, the baby's head will slam forward causing neck injury because they can't control their head that well yet.

If you baby is under 1 yr. or under 20 pounds, they should be facing backwards. That mean even if you 14 month old is 18 lbs or you 6 months old is 25 lbs, they should be backwards. And don't ever put them in the front seat. The airbag can decapitate an infant in the front seat.

yes, until they are a certain weight/age it is the law that they need to be facing toward the back of the care if they are under 1 year of age and/or 20 lbs or less.

It's supposed to be rear facing until the baby is either 1 years old or weighs 23lbs(?) Sometimes the weight limits are different but every one I've seen has a year old age limit.

YES!! Your pediatrician will tell you when it is time to turn it around. Also, the car seat manual will have the height and weight requirements and how to buckle it in correctly in both directions.
