You are really limiting your scope with that question. In short, there is really no such game because the industry hasn't advanced that far yet. You can find some really great RPG browser based games with ok graphics, but nothing like Runescape.
I have included one such site for finding browser based RPG games below. This site includes some of the best games you can find on the Internet right now for RPG. Yes, some are horrible too.
On a side note, there is a game called Knight Online which is not browser based and is a MMORPG totally free and highly addictive. It has team play, clans, parties etc. I will include the link in case you are interested in that (it is not browser based and you have to download... but it is along the lines of Runescape)
