You have to be 18 and a US Citizen to vote in a FEDERAL election (President, Senator, Congressman). However, for State elections it depends on the state. When I lived in Illinois, there were two types of ballots, because you still had to be 21 to vote for State candidates (Governor, State House, Mayor, Town Council, etc).
