If you bought the 1200 custom, it has forward controls. The other models come with mid controls from the factory. If the bike was used its hard to say without seeing the bike.

Note: For the bikes with mid controls, most people put highway pegs on them so they can stretch their legs out.

PS: I am quite sure your bike came with gears. Mine even came with paint!!!!

"Forward controls" Brake, shifter and pegs are located toward the front of the bike. This allows you to ride feet forward instead of having them under you like you're sitting in a chair.

Foward pegs are the pegs that are on your frame downtubes in front of the motor. They call them foward pegs because your legs are out in front of you instead of underneath you. Foward gears? Maybe foward controls. Same idea but with shifter and foot brake levers.

they mean where the controls are located (shifter and foot brake)
forward control are located all the way to front of the engine on the down tube in stead of the center of the bike

tex is right but I also like the first answer...that question just didn't make much sence...wrong terminology maybe? He could've meant 'foreward controls or just forewards pegs'...now that would make more sence.
