When knitting st st in the round, you knit every stitch. It doesn't matter if you're using circular needles or dpn's.

But it's not correct to call that a garter stitch. Garter *in the round* is knit one round, purl one round. Garter and st st look completely different.

Your tension might be a little different as the needles handle differently, but the stitch should look the same.
