I have a civil judgement record on my credit report which I wish to settle. How do I go about it paying it off. Do I need to file forms or go to court?

You have to come to a settlement arrangement with the person/entity that filed the lien. At which point, they file a release and the judgment lien is lifted and recorded as satisfied and released.

you might need to file some forms in court or try getting a lawyer or try getting some one to help you? that might help you
