You have a few options.
Install a TV Tuner card, you'd need a cable connection past that
http://www.ati.com You would be able to watch tv on your PC, and depending on your HD size you could have the DVR option enabled.
Hook yourself up with something called a slingbox
http://www.slingmedia.com/indexa.php
The slingbox can be installed at your house and allows you to watch your home TV ANYWHERE in the world! This is great if you really enjoy home programming and are often abroad. The only requirement is an internet connection.
Theres also a website that offers TV programming, i personally dont have experience with it so i cant tell you if its quality but its there: http://www.im.com/download/index.aspx?affiliate_id=yahoo_tv

There is a couple of programs that you can get that will let you watch tv but the ones I found will give you about 500 + tv channels but the are from other countries. It is like the waynes world of the world. I forget the name of it but I think it was on www.download.com. You can search for tv. It should say something in the description about free tv channels. I think that you have to buy the program to get other channels. If you live in the UK and want to watch tv on your computer, there are software that has a pc board where you can install and watch tv from the computer. Can find those at circuit city and best buy. Try this like from download site http://www.download.com/3120-20_4-0.html?qt=tv&tag=srch&tg=dl-20&search=Go%21

http://www.aol.com - Requires a minimum of an aol instant messenger account.
Programming consists of News and Old Television shows such as "Lois & Clark, Kung-Fu, Cartoons, Brady Bunch, Eight is Enough, V" and a host of others. The entire season collection of each show is available and users control what they view. Provided you have the hard drive space, shows can even be downloaded and queued (like a jukebox) for later playback. This last feature is great for those with Media Center PC's or if you want to save a show for later viewing.
http://www.abc.com - No account needed. Allows free viewing of station's programming and full length streaming versions of '06 season finales such as "Alias, Lost and Desperate Housewives."
The Widescreen/Fullscreen option is a neat feature.

They didn't tell you about SHOUTcast TV did they?
http://www.youtube.com is a free website which allows people to upload videos onto their servers and you can find and/or watch practically anything on there.
I'm using a program called Winamp ( http://www.winamp.com ) which has access to SHOUTcast TV and you can watch various things there online for free. Right now I can watch the final few episodes of Prison Break Series One (like Ep. 17 to Ep. 22).
Hope this helps :-)

Try this site called instant media. I"ve been seeing commercials for this one on TV. It looks pretty good if it does as advertised. Not sure it works in the UK though.
