I do believe that there is an old superstition about crying means that it's a human child and not a changeling or demon.

Think about it, being born isn't going to be a happy experience for anyone. I suppose (not that I remember) that it is like being woken up an hour early when the clocks change, only 1000x worse. The idea that birth is to be celebrated and enjoyed is a cultural one, one that the baby will not yet be aware of, and in any case, in no mood to fulfil the vain fantasies of the gathered audience. "Why doesn't baby laugh?" they ask, "Surely baby must see the funny side. Is baby stupid?"

Children need to cry at birth to open the lungs and get them full of oxygen, and nature is good at doing what is needed at the time. Laughing uses oxygen, and at that age, what does a baby laugh about?

Possibly the baby hasn't learned how to laugh yet, but is able to cry as it is a human function that carries over genetically and does not have to be learned. It needs to see other laughing to learn how. Or maybe it's just angry that it isn't in it's warm safe place anymore.
