If you download content you have permission for, such as Creative Commons, GFDL or Public Domain, then it is perfectly possible to use file sharing services legally.
If you download or share files from big media companies without permission (and artists saying it's OK often doesn't count because they sign their copyright over to the media corps), then you are liable to be sued.

Sharing music isn't necessarily illegal. Sharing copyrighted music without the copyright holder's permission is what's illegal.
What about sharing bootlegged concerts though, is that illegal?
