MANY banks offer a Debit Card for free.... especially Credit Unions.

As far as I was aware a debit card is free when you open an account that has one with it!!

A debit card is different to a credit card, it allows you to spend only the money which is in your account. Unless you have an overdraft agreement, you cannot spend what you do not have.
It is like getting the cash out of the machine but much more convenient.

Ask around your local banks, they will be able to advise you.

Try your local checking cashing, money wiring place. They usually carry Visa or mastercard debit cards that you actually load with money. Most of them are free as long as you put a certain amount of money on the card when you first get it. After that you just come in and put more money on the card as you need to.

I don't think you have to pay for debit cards. You get them through your bank, to pay for things using money in your bank account. So, you need to have a bank account to get a debit card.
